Okanagan Regional Library

The Okanagan Regional Library (ORL) is seeking a senior leader to help shape the continuing transformation of public library services and the development of the library’s role as a learning organization, in alignment with the directions outlined in our current strategic plan (http://www.orl.bc.ca/about-us/policies-and-reports).

Located in beautiful British Columbia, the ORL stretches from Golden in the Rocky Mountains through the wine and fruit producing lands of the Okanagan Valley to the semi-desert Osoyoos at the US border.  It is the 16th largest library system in Canada, with 29 branches, over 250 employees, and a service population of over 370,000 people.

Two Directors of Public Service (DPS) share the responsibility of directing the public facing programs and services of the library. Both DPS incumbents report directly to the CEO, and are a key part of the senior management team, along with members from finance, technology, HR, and Administrative services. Each DPS takes on a portfolio of focus (currently these are ‘partnerships and programs’ and ‘the customer experience’) in addition to directly supervising managers in either the Southern or Northern ORL branches.  The current vacancy will be assigned the Southern branches and the ‘customer experience’ portfolio to start, though assignments can change over time and through collaborative strategy developed at the senior management table.

We are seeking a candidate who has a true vision for ensuring that library service creates a positive impact on both our communities and our users, and is proven effective in sharing and realizing such a vision.  The successful candidate will thrive in a team environment and be skilled in creating meaningful collaborations with outside groups. The DPS is highly skilled in staff development using a combination of engagement, coaching, directing and evaluation techniques to ensure staff are empowered and effectively deployed.

A person of integrity and self-direction, the DPS will be open, respectful, focused and possesses strong communication, problem-solving, decision-making and organizational skills.

The successful candidate will have a Master’s Degree in Library Science (or equivalent) from an ALA accredited library science program, supplemented with a minimum of seven years’ experience in a public library, including three years in senior administrative and management.

The Opportunity 
This hybrid role has tremendous scope for innovation, linking the oversight of technical services to an assessment role that seeks to help library staff make effective use of program feedback and statistics to drive decisions.  Over the past year, the team at our Headquarters facility have worked hard to use a simplified LEAN process to streamline our workflows, decreasing time to shelf for new items by an estimated 40%, and the ability to make further gains.

We are seeking an individual who can provide great leadership and foster a team environment as the group continues to work through these changes.  Our successful candidate will have a strong understanding of both technical services and assessment and data analysis.

JOB SPECIFICATIONS

Education

Related Experience

The Okanagan Regional Library has a vacancy for a permanent full-time Head of Collection Development at our Headquarters location.

Under the direction of the Public Services Manager, the Head of Collection Development leads the development of the library’s collections, creating a rich and vibrant array of offerings based on the needs of the communities the ORL serves.

The Head of Collection Development (HCD) leads the ORL’s collections strategy, its implementation, and its evaluation.  Operating within a centralized collection development model, the HCD uses an evidence-based approach to perform and direct selection, promotion, and de-acquisition of library materials and online services.

The incumbent must be proficient in budgeting, supervision, statistical analysis, bibliographic selection, collection promotion, purchasing, negotiation, and vendor relations.  The HCD recommends introducing new formats and eliminating outdated collections.  Procedures on weeding, acquisitions and all aspects of the selection process are developed by the HCD.  Annual budgets and department policies are developed by the HCD for review and approval.

Qualifications include:

Auxiliary/On-Call - No Guaranteed Hours

(This position is covered under the PEA Collective Agreement

The Okanagan Regional Library has a vacancy for an auxiliary/on-call Reference Librarian at our Kelowna branch.  On-Call/Auxiliary staff work on an on call basis to cover vacation/sick time with no guaranteed hours.

Under the direction of the Reference & Instruction Supervisor or the Branch Head, the incumbent provides reference/information and readers advisory services to residents of the Okanagan Regional Library District. 

Qualifications include:

  • Master's Degree in Library Science from an accredited Library School.
  • Considerable knowledge of reference materials in all formats, and of the methods and techniques related to the provision of reference/information and readers advisory services.
  • Demonstrated knowledge of digital and technological applications in library systems.
  • Current working knowledge and skill with MS Office applications and the internet.
  • Ability to work effectively as part of a team committed to providing quality library service.
  • Excellent interpersonal, oral and written communication skills.Demonstrated knowledge of digital and technological applications in library systems.
  • Current working knowledge and skill with MS Office applications and the Internet.
  • Ability to work effectively as part of a team committed to providing quality library service.
  • Excellent interpersonal, oral and written communication skills, with a basic knowledge of public relations.
